Fiji Anti-Corruption Watchdog Warns on Nepotism After Clearing Corrections Commissioner

Fiji’s anti-corruption watchdog has cleared the suspended Corrections Commissioner, Dr Jalesi Nakarawa, of any criminal wrongdoing over the appointment of his wife to a nursing position within the service but has warned that such actions could be seen as nepotism and may undermine public trust.

The Fiji Independent Commission Against Corruption (FICAC) said in a statement that Dr Nakarawa had acted within his legal authority under the 2013 Constitution and that there was “insufficient evidence” to pursue criminal charges.

The position was advertised publicly, and interviews were conducted with shortlisted candidates prior to the appointment, FICAC said.

Dr Nakarawa was suspended two weeks ago by the Constitutional Offices Commission following several allegations. It remains unclear whether the appointment was among the issues under investigation.

While the appointment was not unlawful, FICAC warned that such decisions can risk being seen as nepotistic and urged public officials to exercise caution.

“To uphold public confidence and ensure transparency, it is recommended that office holders in similar situations consider referring appointment decisions to a higher authority — such as the relevant line Minister — for independent consideration and endorsement,” it said.

FICAC added that public trust in institutions could be undermined by the perception of favouritism, even where no laws are broken.

Assistant Commissioner Sevuloni Naucukidi is currently serving as Acting Commissioner in Dr Nakarawa’s absence.
