COI Recommends Fiji FICAC Boss’ Suspension; Rabuka Confirms Receipt

January 30, 2025

Fiji’s Prime Minister Sitiveni Rabuka has confirmed receiving a letter from the Commission of Inquiry (COI) recommending the suspension of FICAC Commissioner Barbara Malimali.

The recommendation follows concerns over the recent dismissal of FICAC Manager Investigations, Kulianiasi Saumi.

Rabuka, one of three recipients of the letter—alongside the Judicial Services Commission (JSC) and President Ratu Naiqama Lalabalavu—acknowledged its receipt but clarified that the matter falls under the JSC’s jurisdiction.

“Her appointment is not handled by the Constitutional Offices Commission (COC); it is dealt with by the Judicial Services Commission,” Rabuka stated.

Senior Counsel Assisting the COI, Janet Mason, told the media that Saumi’s removal was seen as an act of intimidation, potentially discouraging other witnesses from speaking openly.

In response, the COI recommended Malimali’s suspension for the duration of the investigation.

The JSC, led by Chief Justice Salesi Temo, has yet to publicly respond to the COI’s letter. Malimali has also remained silent on the latest developments, including a complaint lodged against her in relation to Saumi’s termination.

Meanwhile, Mason reaffirmed that the inquiry will proceed despite recent happenings.
